OneNote states "We couldn't find a notebook at "https://blah blah". A notebook usually has a table of contents file (*.onetoc or *.onetoc2)."

Hi - I had previously created this OneNote on my company SharePoint site.  I am the owner.  I've shared it with various colleagues.  Now I've reinstalled Windows 8.1, and when I open the document online it's fine.  

1. If I click the Open In OneNote button I get this error message: We couldn't find a notebook at "https://blah blah". A notebook usually has a table of contents file (*.onetoc or *.onetoc2).  

2. I click OK and OneNote thinks for a second before saying the same thing again.

3. I click OK again and this time it says "We couldn't open that location.  It might not exist or you might not have permission to open it.  Please contact the owner of onenote:https://blah blah for more information."

Nothing I can find to make it work on my desktop version of OneNote.  Any help appreciated.

Does this issue happen to other notebooks stored on SharePoint site?

In addition, we my try to directly open the notebook from OneNote to see the result. To do this, open OneNote, click File > Open > under Open from other locations heading, click Add a Place then select SharePoint...

Please let me know the result.

Yes, all Notebooks shared on share point have the same issue.

I can view them in the web app and modern app.

Hi there - sorry for the delay, i didn't get notifications of your responses.  I've tried opening the document as you described but I get "Sorry, we're having server problems, so we can't add Office 365 SharePoint right now.  Please try again later."  Unfortunately nothing I do resolves the problem yet.

This worked for me.

Open the notebook this way from the OneNote desktop app directly

File->Open->Other Web Localtions

Navigate to the "https://blah blah/Notebook     folder

Open the "Open Notebook.onetoc2" file
